Ok here are the problems in detail.
Almost every time I open a new window, click on a link, etc..A pop-up window that says installing photo-explosion pops up. If you let it run all the way though it will say the file is on disk and insert disk, which I do not, and have never, had.
If I cancel, sometimes it will go away, other times it freezes its-self as well as the internet up
Secondly, my flash player just quits working alltogether.
I have went back to sys restore points and that works for a day or two, but then it quits again with no modifications to the computer at all.
I have un-installed, re-installed over and over and it doesn't fix the problem.
I'm not even sure where to start looking to fix either of these problems.
Does anyone have any idea at all?
Thanks in advance!

Uninstalled and reinstalled what? Did you install the Photo-Explosion software and it's not working? A little more detail, please

OK, so what about this program, Photo Explosion, that you said keeps popping up, did you install that? It's a legit program. That might be impeding your Flash. If you don't use it, see if it's in Add/Remove Programs. You might want to download the Windows Installer Cleanup Utility. If there's anything that refers to Photo-Explosion, check the box and run the application
