Surging Sound

I don't get it! My brand new computer just won't let down with the problems! Anyway, here's the problem. Anytime my sound is on it does this weird surging thing. The base volume goes up and down and things are sometimes distorted. I found it out first when I was trying to listen to my itunes but after some investigating, it turns out it's not just itunes, it's everything! I am at a complete loss as to what to do. Any help would be GREATLY appreciated. Thanks.

Not sure if yous till need any help?

Anyways, have you checked to make sure that all EQ's are level? or any program that controls the sound?

What sound card are you using? or is in on board?

Mobo model?
