Broken Internet At Univeristy

For a reason i cant figure out myself, my Internet doesn't work in my university campus room. It runs at around 3kb/s and so almost nothing will load, which includes downloading avg updates and other important things.

I had assumed that this was the Uni's problem and not mine, but after plugging a laptop into the connection and finding that the Internet was fine on there i know its something with my PC.

I am at home now and everything works fine, using the same Ethernet port and all the same settings. I cant figure out what the problem may be and was wondering if anyone would have any suggestions. I have tried my University help desk but they have ignored my problem all year.
