Troubles Downloading!

My friend is having problems with windows updates.
On the toolbar everytime he logs in a bubble pops up and says that he has updates. And when he clicks on the bubble, and clicks express install. It will go for about 5 minutes. Then he heard it had an error come up and it wont install on my computer so he has to keep looking at the stupid bubble.

Does he have administrator authority on the account he is using on the computer?

Yes he does but he doesnt know who it is.
