monitor/ display

I have a dell dimension 2400
integrated video and sound card.

the display is shaky sometimes a lot,
I don't think it is the monitor as i just received a new one from dell
could it be the video card ??

Is the monitor near any high electricity or magenetic devices? Stereos, speakerphones (sometimes), power cords, etc?
