Ie7 Displays Web Pages Only 10-15 Min After Computer Is Started

I hope this is the right section to put this question...but I have a computer that will only display webpages in IE7 after about 10 to 15 minutes of starting up the computer. I know the computer had CA antivirus parental controls on it at one point in time but we I go to reset IE7 it tells me that there are still parental controls there even though it was uninstalled. Not sure if that could cause it, but I'm baffled and was wondering if anyone had any ideas.

Well, I've narrowed it down to a process: mdmcls32.exe

Unfortunately I haven't been able to remove the process. I've been looking at these forum posts to see if they solve the problem but none of them give a good way of removing this process, or at least I'm not sure if i trust registrysmart like it says:

Well, I finally figured it out....there's two other files you have to delete first follow this guide in the last post:

You may need to run Winsockfix (just google for it) afterwards to get your connection back up but it should be out!
