External Hd Permission Issues

I got a new laptop, and I took the HD from my old laptop and turned it into an external hd, but it wont let me install things on it, and when im on certain computers (like uni ones) I can save things onto it, but I cannot delete anything... Also when in the properties of the hd it wont let me change the permissions

Any help?

Hmm on my computer at home, rightclicking and choosing properties on the HD doesnt bring up the security tab, so went to safe mode like windows support said, but I think its frozen in the safe mode load up thingy..... At uni now, left it as it was, so hopefully when I get back it will be on the login for safe mode......

Is the laptop XPHome, XP Media Center, or XPPro?
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
