Ibm Thinkpad X31 Laptop Doesn't Turn On

I have an IBM X31 that I am working on. The computer does not turn on. I have tried it just with battery, with battery and power, and just with power, and it still fails to turn on. According to tech support that physically examined the laptop the hard drive is perfectly ok. What could be causing this and what can I do to fix it?

Have you tested the battery to see if it has a charge in it, and have you tested the power adapter to see if it's putting out the correct amount of power. You can usually do this with a cheap multimeter (about $10 US).
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

After the things John listed would be the DC power jack on the system board or a possible lid (hibernate) switch that's bad
