Not sure what you mean by "autoplay."

Does the drive show up properly in My Computer? Are the files on the drive accessible via My Computer?

Autoplay only is on by default for CD-ROM devices.

hmm, wht i mean by autoplay is the window task that shows up after u plug some drive in that asks u what to do to it.
*eg: Open the folder, Play in Windows media player, etc
correct me if that's not the correct terms.

yes, the drive showed up in my computer and i can access them.

it's just usually some window shows up if i plug some drive in, and now doesn't..

As explained...I don't believe that happens with anything other than CD/DVD drives. The autoplay feature applies to them.

Anytime a new device is connected to XP (via USB), a window should show up, whether that is a hard drive, an .mp3 player, whatever.

I think by autoplay he means the window that popup and ask you what action to take, not running the content like it happens with a CD/DVD.
