Computer Error/slowing Down

This is the error message that I've been recieving everytime I go to safe mode.

Potential Errors Found in System
During a scan of files at system startup, potential errors in the system registry were found.
p-07-0100 irql: 1f SYSVER 0xff00024
NT_Kernel error 1256

Also another error

Windows cannot find C:\WINDOWS\shell.exe

All of the posts I've seen similar to yours suggest an infection of some sort
