Windows Installer

I just bought a online software program and want to intall it. I get a error report from Windows Installer "The System Administrator has set policies to prevent this installation." I have Windows Vista, Is there more than one kind? I have changed all of the internet settings according to the trouble shooter page on the web sight. What do I do. I know very little about computers. I have a e-mail sent to the help line but I would like to get the program now if I can.
