Quick Questions About Index.dat File

What is an index.dat file?
How do I delete it or empty it?
Is there any pros in deleteing or emptying this file?

I'm running Windows XP.

one of the first selections in that search is.. http://www.acesoft.net/delete_index.dat_files.htm it supplies alink to a download to use Tracks Eraser to delete index.dat file. Is that viable?
Of course its a pay service with a free trial. Does anyone know of a free download for index deleting?
