System Requirements for Visual Studio .NET 2003

Limited functionality. Visual Studio .NET 2003 does not support creating ASP.NET Web applications or ASP.NET XML Web services when using Windows XP Home Edition.

ASP.NET Web applications and XML Web services can only be hosted on Windows XP Professional, Windows 2000, and Windows Server 2003.
