Getting Popups. Adware?

Awhile ago i downloaded something and after i did, i started getting popups that the popup blocker won't catch, it usually always comes up as "internet speed monitor", i stopped it for awhile when we had McAffee by blocking things i thought was causing it (i'm not a genius with computers haha) & it worked. Today we had to switch from McAffee to Norton, Norton caught some things including some adware & trojan & fixed that, but now i'm getting those popups again. any idea on how to fix it?

Check Add\Remove Programs in the Control Panel and uninstall it.
If needed. Browse to C:\Program Files\Common Files and open it. In there you should see a folder Named ISM. Try running the uninstaller from that folder.
Then do a search for a file called bndloader.dll. Delete it so it doesn't reinstall itself.
Next scan PCwith free home version of SUPERAntiSpyware . Install,update then scan from Safe Mode.
