Is There Software To Determine If A Folder/file Is Being Used For Any Application

When I browse my hard drive tree I see files and folders that I do not recognize and have no idea if they are being used for anything. For many of them, I have no idea how they got there.

Is there any software that will help me evaluate them in some way before I just delete them?

When you right-click on a file and select Properties, does it give you anything relevant?
