Files and ettings Transfer

Is it safe to use Files and SETTINGS TRANSFER WIZARD to a fresh install on different partition? I'm afraid of transfering spyware or other problems. Is it better to install everything fresh?

It is always better, in my opinion, to install fresh and only copy over the data you need.
