Downloads Starting To Freeze

I've been recently noticing that when im downloading a file larger than 10MB, the download will stop, and the action light of my wireless adapter stops flashing. after a few minutes it'll come back on but sometimes it never does. I've already reformatted the computer and I'm still getting the same thing. I share the connection with my brother, and some people in the neighbourhood are probably stealing it. I don't know if that would contribute to the problem but does anyone know why this is happening?
