Ok, I have a 5Mbps Scientific Atlanta modem and it's only downloading at around 100Kbps.
Of course it usually downloads at around 500Kbps, Dial Up is usually 56K, but my old Dial Up only downloaded at about 4Kbps. Does my computer need to be optimized for the Internet?

But, we'll need more info to see what's slowing down the connection.
Have you tried SpeedTest.net for a speed test of your download speed?
Does the download speed vary with the time of day?
What other internet aware programs do you have running.
Can you log into your router/modem to view the traffic there?
Is your location in "yo moma" very far from the Cable company/DSL provider?
Are your neighbors having similar problems?

Maybe your ISP speed limits your connection if you go over a certain download limit?
