Hello,
The process is Desktop Window Manager (DWM) it handles the graphical effects in windows.

The slow downs could be due to something else, What are the specs for the system? also, when listening to music and having jumpy audio, go to taskmanager and set the priority to above normal or high for the audio application that you are using. This may slow down other applications, but it should improve the performance of the audio.
Regards,

Alan.

The system is more than capable of running vista, In the taskmanager, how many processes are running and which processes are using the most resources?

When was the last time the system had a clean up (tempory files prefetcher etc) and defragmentation?
Regards,

Alan.

That is interesting, it could be a bad update. What AV/AS/firewall does the system have?

Alan.

Can you perform a windows update and update your security products and have them perform a full scan.
