I have a .Net security update that was published in july '07, and it always fails to update. I have a feeling this might be a reason my computer is acting so retarded.

Any help?

Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB929729)

This update for you I think it's not so important. Because in vista you have also .net framework 3.0. Version 1.1 is very old version of .net framework.

Different installed programs use different versions of the .NET framework. Since you have v1.0 installed, the v1.1 update is needed.

As it's a security update, I'd suggest installing it (or uninstalling .NET 1.0)

Executive Summary
This update resolves three privately reported vulnerabilities. Two of these vulnerabilities could allow remote code execution on client systems with .NET Framework installed, and one could allow information disclosure on Web servers running ASP.NET. In all remote code execution cases, users whose accounts are configured to have fewer user rights on the system could be less impacted than users who operate with administrative user rights.

From this link ( http://www.microsoft.com/technet/security/...n/ms07-040.mspx ) it appears that it affects .NET 2.0 also.
