Go to Control Panel> Administrative Tools>Services and see if it's disabled.

Is Messenger an allowed program in your firewall?
Check and see what it says for messenger.

What OS? Are you behind a router? If yes, try resetting the router. One suggestion I found:
1. disconnect to the internet

2. Open MSN Live Messenger

3. in the Tool -> Preference, close the option "login me in when connected to internet"

4. Save the preference

5. Connect to the internet

6. Login.
