Ping Is Unstable On Steam After Using Utorrent

I was using utorrent, and now when I try to play steam (day of defeat) my ping is uncontrollable ranging from 50 - 500 ping. Before to using Utorrent it was only around 50-70ping (stable)

I have no changed any configurations at all. My computer is more than able to play the game comfortably

I had absoultely no problems until I used utorrent.

I tried shutting off the cable modem (I'm directly connected to it) and waiting for 30 secs before plugging the power back in. I tried shutting computer down and turning cable modem off. I tried almost everything I can of these combo restarting cable modem thing.

I'm on XP home
Is there a command I can do that can reset the internet internally?
