Issue With Directx 10

Im not sure whats going on because I use to play WoW about 5 months ago no problem on this vista laptop but recently ive been having problem after problem running simple games. Most recently today I got my laptop back from bestbuy where it had its hard drive replaced and i reinstalled directx and warcraft 3. Now whenever I try to run warcraft it it tells me that i need direct 8.1 or higher, even though my computer says it has directx 10.

Does anyone understand what could possibly be happening or what I need to do?

I tried installing a new driver but it wasnt compatible and i have no idea how to reinstall directx..

I can't help you with might have happened, but here's Microsoft's information on How to Download and Install DirectX,
