I am running Vista Ultimate. For some reason Windows Fax and Scan has stopped working. Everytime I try to run it, I get 'Microsoft Windows Fax and Scan Has Stopped Working'. I believe the service can't run because Telephony is stopped and will not start.

Apparently, some setting must have gotten changed but I have no idea what it might be.

Any suggestions?

Try and start the Telephony service and see what errors crop up in the Event Viewer. Plug and Play, the RPC service, and DCOM Service Process Launcher are all required for Telephony to run.
