Host File Problem

Hi - We have Squid Proxy in our environment and all the clients (Clients are Win XP) connect to them for accessing Internet and Intranet. There are some users who wiil edit their host file and access via thier host file. When clients enable proxy settings on their browser and access the host file doesn't seems to resolve. But when they bypass the Squid proxy their host files are resolved.
But we need all the clients to go through Proxy not to bypass Proxy. Is there a way that when people access their host file and go through Proxy. Please let me know if any one with answer.

I am a bit confused. What do you mean access via their host file?
