Virus Has Taken Over My Pc

This virus just made itself at home after I got the new Windows Service pack several weeks back. I kept getting strange pop-ups and eventually several functions dissapeared; The control Panel has completely dissapeared from the Start menu and everytime I try to acess it, I get a pop-up saying that I should contact my administrator.

I tried multiple times, but my computer just would not let me download "Ad-aware SE" or
"Spybot - Search and Destroy". Each time I tried, the download froze/stopped near completion and would not continue no matter how many times I hit 'retry". I think it's probably because of that lousy Windows update I recently downloaded. Wish I could down-grade it back to the previous version.
Anyhow, this notice was on the board where the Ad-Aware SE was:

"Problems downloading?" Windows Service Pack 2 might be blocking your download

My computer also would not allow me to download any of the the 3 Malware programs:
  • Housecall Anti Virus
  • Panda Anti Virus
  • Bit Defender
I was able to run McAfee AVERT Stinger and also Sygate Personal Firewall. According to the Spygate, there were 564 problems

Now for some bad news,,, I was able to download HJT! but the computer just flat out refuses to let me run it. I double click the icon or try to open it in a new window but nothing will happen.

Would I just be better off wiping this pc clean?
