Missing Task Bar And Unable To Do Anything On Desktop

Im working on a computer for my father in law. The task bar and all the icons are missing in both normal and safe mode and when I try to access the Start menu using Esc or Ctrl/Esc nothing happens. Right and Left clicking on the Desktop also does nothing. The only thing on the Desktop is the background. I pretty much think we will have to reinstall XP but I wanted to ask you guys if there is any hope for this computer before I redo it. Thanks in advance

When you boot into safe mode, are you logging on as administrator or the user?
If you haven't tried admin, do so. If the desktop loads, you can try system restore back to a time
before the issue surfaced.

Also, is your father-in-law the only user account on the computer?
If there is another one, you could try system restore from the other account.

Try this:

Press Control + Shift + Escape to launch the task mamnger.
Click on File then on New Task (Run...)
In the Create New Tasl box, type explorer and press enter.

Does the taskbar/desktop load?
