Bad Infection- Unable To Download Or Use Any Anti Spyware, Adware, Etc

I have a screen that begins at start up that reads lucallbackProxy.exe- Bad Image. In the box, The application or DLL C:\WINDOWS\system32\wowfx.dll is not a valid Windows image. Please check this against your installation diskette. The "bad Image" error, can be several names, not just LUCallbackProxy. The biggest bugger, is that I cannot run ANY anyvirus software, though I have attempted to download. Nor can I open add/remove programs on my Control Panel.

Have you tried running your security programs in SAFE MODE?
