I downloaded a program but when I run the extract I get a message informing me that "administrative privilege" is needed to complete the process. Where do I find the setting for this?

The fact that you need "administrative privilege" tells me you've posted in the wrong forum. This is the Windows 95/98 and ME forum. You don't need administrative privilege for those systems.

It still shouldn't stop you downloading only installing.
