Desktop Takes 2-5 Mins To Load

My computer used to load all programs quickly and took almost no time to load the desktop when logging into windows, but recently all this changed. It now takes around 2-5 minutes to load my desktop when logging onto windows and the taskbar is acting funny (takes a long time to access the start menu and is almost impossible to access the toolbar tray) also it takes an incredible amount of time to load a program. The strange thing is, it seems like nothing is going on in the computer during this time, the CPU usage is around 0-5% and as far as I can tell there are no other processes running in the background, does anyone know how to solve this problem?

I would download an application to see what all runs at startup. codestuff starter is a little more user friendly and Microsoft autoruns will both do the job nicely
