Well, there seem to be two factors that I would consider.

a. Not sure if a reinstall/recovery CD relies upon an existing XP install.

b. Not sure if same would work on a bare hard drive (unformatted, no O/S).

As for using the reinstall media...the Dell site should provide instructions on how to use same. I would have thought such would have been included with the media.

Dell XP reinstallation cd/dvds are a complete OS disc, designed to only work on a Dell computer.

To reinstall XP, place the Disc in the drive, and tap the F12 key when you see the dell splash screen at startup. You should get a one time boot menu. Use the arrow keys to select the USB/Internal CD/DVD drive option, and tap enter. Tap the spacebar when you see the press any key to boot from cd message. XP setup should now start running.
The name says it all -- 59 and holding permanently
