Capico.dll Trojan Virus

The file capico.dll is being picked up by both Norton and AVG as a Trojan virus, but neither can remove it. I also tried several spyware-removal programs with no success. I can't move, delete, or rename the file, either. I haven't found many sources on it so I don't know what steps I can take to get rid of it. If anyone can help, that would be greatly appreciated!

EDIT: The file is located in the C:\WINDOWS/system32 folder.
