I reformatted and lost my Big Drive Enabler for my Maxtor Ext. HD. Can someone tell me where to get it?

Are you using XP? Did it have SP2 included in the installation disc?

W2k and XP have service packs that include a 48bit LBA which enables the system to recognized drives larger than the 137GB limit of what the BIOS will recognize. If the OS that you installed didn't have SP4 for W2k or SP2 for XP this is why you can't see the drives full size.
