Can you press Ctrl+Shift+Esc?
Can you right click on your Task Bar and select "Task Manager"?
Can you go to Start...Run...and type in "taskmgr.exe" (without the quotes) and press Enter?
Can you navigate (in Windows Explorer) to C:\Windows\System32\ and double click on taskmgr.exe?

Does any of these get you into Task Manager?

If you can still access Task Manager using the other shortcuts, then I wouldn't think it was a bug in the OS. Can you try another keyboard and see if that's the issue? Also, you may want to uninstall your keyboard from Device Manager and let Windows reinstall it on the reboot.
