Win32 Error When Opening Programs

Hello! This is my first time posting here and I would like some help with a problem I'm having.

OS: Windows XP Home with SP2

Problem:
When I boot to normal Windows, whenever I open up any program, I would get an error saying (software) is not a valid win32 application. Even trying to run a .reg file or any file gives me that error. Even trying msconfig gives me that error. Also, when I try to Logoff/Restart/Shutdown the computer it would give the error: You do not have permission to turn off computer.

When I boot to Safemode, everything works fines. I can run any program without a problem.

Things I've done:
I've ran the programs that I have found here in the site such as: combofix, fixwareout, sdfix, smitfraudfix, ad-aware, smitrem, and the vundofix. All these didn't fix the problem. So, I did a Windows Repair using a Windows XP CD with just SP1. I boot to normal Windows and everything worked fine. I was able to open up any programs or file and I was able to Logoff/Restart/Shutdown my computer without any problem. I then reloaded SP2 and the problem came back again.

Now, I don't know what to do. Any help is greatly appreciated.
