Proxy Server Specs

I have been given the task of choosing a server to run EZproxy (a proxy server designed for online databases so remote patrons may access them) and I am not sure where to begin.

It has been theorized that there may be close to 1000 remote users needing authentication per month, so I am not sure what specs are optimal for this kind of thing.

Maybe this is too general of a question, but does anyone know where I should start or what questions I should be asking?
