Can't Unlock Ie Shield After Ucleaner Infection

The home page continually resets itself to softwarereferral.co ( Ultimate cleaner) each time i close down and reopen the internet options controll panel.

IE shield (internet explorer7) will not allow me to change the homepage as it blocks any attempts as if they were browser hijack attempts.

I can not unlock the IE shield to allow me to make a change in the homepage or remove the Ultimate cleaner site as the homepage.

When I attempt to unlock the shield through tools/ IE shield it appears to unlock but when i attempt to make a change it is locked again thus I am stuck with Ucleaner.com as my homepage..

~~ I tried to download various Ultimate cleaner removal tools but the IE shield also blocks these downloads and can not be unlocked.

would very very much appreciate any suggestions
