cannot open internet options IE7

Internet Explorer 7
Version 2006 1027.150806

In (internet options) My problem is when I go to <tools> <internet options> Nothing happens? I cannot open internet options, in Control Panel or other places?

I followed all advice on adware (few problems found and now clear) Also Spybot and other virus searches. Installed sygate firewall.
