One of your security programs may have the "internet options" locked.
Could be a corrupt IE file.
Are you "applying" "OKing" your way out of the changes?

You could run a scan with an antispyware program. One of the Best is SAS.
Download and Install Super Antispyware free. Reboot into Safe mode and Run SAS. Allow it to quarantine whatever it finds.

That was almost too easy. If you find you still have a problem, post back. Otherwise, you should clean up
the infected restore points and other files on your computer.

Turn off system restore. This will remove all restore points since some are infected . Turn system restore back on.
http://www.bleepingcomputer.com/tutorials/windows-xp-system-restore-guide/

Remove temporary files, logs, cookies, etc. by using Ccleaner. Do not use "Advanced Settings" or the "Issues" button. Use only the default settings. http://www.ccleaner.com/
During install of Ccleaner you will be offered the Yahoo Toolbar. UNcheck if not wanted.
