Monitor Screen Blinking

computer sometimes starts blinking and parts of screen can be seen while other parts can not be seen. if i click on the screen or on start button screenflickers even more.

running windows vista home premuim
have windows live one care installed and working great. different parts blinks lower task bar goes to the top, well only part
of it does. running120 gb hdd intel duo core processors with 2000 ram 1.73 ghz connect to internet by verizion broadband.
have run system diagnotics and found no problems anyware

hi,,, have you tryed updateing your graphics drivers if there are any from the maker's site,,, also do a scan for spyware with an anti spyware program like superantispyware which is free,,, onecare could of missed something.
