Which startup database are you referring to. In most startup management programs "file not found" means that there's a startup entry for that file - but the file isn't where it's supposed to be. Could be caused by an improper uninstall of a program - or by malware removal.
No!!! If it says Microsoft or Intel it can still be an issue!!! But (IME), most malware writers haven't taken the time to spoof this deeply so it's likely that they're good (but far from sure!) Regardless of the file - if you don't know what it is you should research it and see if it's good or bad.
