Microsoft.windowssecuritycenter_disable Is Disabled After Reboot

I've been having problems with trojans and worms somehow showing up on my laptop for the last couple of months. I have attached the HijackThis log and a Security Risk log from Norton. I've fixed most of the problems, but still have an issue with my Microsoft.WindowsSecurityCenter_disable being disabled after a reboot. How can I fix this?
