(I apologize if it's not customary to have posts such as these so soon after registration, but this is a pretty pressing issue for me.)

I've never seen anything quite like this before. Nearly all aspects of control panel are inaccessible, even when a user is part of the Administrators usergroup. ("Administrator" account is accessible through Safe Mode, but still can't access Display Properties, System Properties, etc.)

The error message I'm receiving from all of these is the typical "Operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." However, for System Properties and Display Properties, the message always appears twice, whereas typing "control userpasswords" into Run only gives me one. Incidentally, "control userpasswords2" is usable, which is pretty perplexing. Registry editing is disabled for the default "Owner" user account, but a second Admin account I created (through userpasswords2) can edit the registry. This new account can also access Task Manager, but the other one cannot, through either Ctrl+Alt+Del or Ctrl+Shift+Esc.

I've done full system scans with Spybot and AdAware in Safe Mode as well as without Safe Mode, and with several other programs as well. The non-Safe Mode scans found the same files as the Safe Mode scans, but the Safe Mode scans seemed to be able to fix them whereas the former could not.

Also, if none of the above was enough, fake security messages have also been popping up lately, saying that my computer has been creating unauthorized copies of "system and internet files" and that I had to download spyware remover software to stop it. Yeah, right... Obviously I've been clicking No to these messages, and for all I know, the Spybot and Adaware scans may have gotten rid of these. I just suppose it's worth mentioning. In case it matters, printer.exe and autorun.exe (the applications that are supposedly responsible for those messages) were in my Startup folder as well as in one of the system folders, but were apparently deleted by the aforementioned scans.

I sincerely apologize for how long-winded that was, I just wanted to ensure that I was including as many details of what I'd already done.. just so I wouldn't waste anyone's time. Now, without any further babbling, here's the HJT log:

Close all browsers and other windows except for HijackThis!, and click "Fix checked".

Reboot your computer.

Please download SmitfraudFix (by S!Ri)
Extract the content (a folder named SmitfraudFix) to your Desktop.

Open the SmitfraudFix folder and double-click smitfraudfix.cmd
Select option #1 - Search by typing 1 and press "Enter"; a text file will appear, which lists infected files (if present).
Please copy/paste the content of that report into your next reply.

Please print these instructions or copy them to Notepad (or another word processor), and save it for easier reference. This is because we will be in Safe Mode during the fix and you won’t be able to access the Internet to view these instructions.

Please download AVG Anti-Spyware Free Edition and save that file to your desktop.

This is a 30-day trial of the program -- This means that after 30 days the "background guard" protection will be de-activated. However, this version can continue to be manually updated and used as an on-demand scanner forever.
  • Once you have downloaded AVG Anti-Spyware, locate the icon on the desktop and double-click it to launch the setup program.
  • Once the setup is complete you will need to run AVG Anti-Spyware and update the definition files.
  • On the top of the main screen select the "Update" icon, then under the "Manual update" section click the "Start update" button.
  • The update will start and a progress bar will show the updates being installed.
  • Once the update has completed (the progress bar will display "Update successful!") select the "Scanner" icon at the top of the screen, then select the "Settings" tab.
  • Once in the "Settings" screen:
    • Click on "Recommended actions" -> select "Quarantine".
    • Under "Reports:" -> select "Do not automatically generate reports".
  • Close AVG Anti-Spyware. Please do NOT run a scan yet!
Next, please reboot your computer into Safe Mode by doing the following:
  • Reboot your computer.
  • After hearing your computer beep once during startup, but just before the Windows icon appears, begin tapping the F8 key on your keyboard. If you begin tapping the F8 key too soon, some computers display a "keyboard error" message. To resolve this, reboot the computer and try again.
  • Instead of Windows loading as normal, a menu should appear.
  • Using the arrow keys on the keyboard, scroll to and select the "Safe Mode" menu item, and then press "Enter".
Then please run a scan with AVG Anti-Spyware:

IMPORTANT: Do NOT open any other windows or programs while AVG Anti-Spyware is scanning, it may interfere with the scanning process.
  • Launch AVG Anti-Spyware by double-clicking the icon on your desktop.
  • Select the "Scanner" icon at the top and then the "Scan" tab. Click on "Complete System Scan".
  • AVG Anti-Spyware will now begin the scanning process, be patient this may take a little time.
  • Once the scan is complete do the following:
    • If you have any infections you will prompted, then select the "Apply all actions" button, AVG Anti-Spyware will then display "All actions have been applied" on the right hand side.
    • Next select the "Save Report" button at the bottom.
    • Then select the "Save report as" button in the lower left hand corner of the screen and save it as a text file on your system (make sure to remember where you saved that file, this is important!).
  • Close AVG Anti-Spyware and reboot your system normally into Windows. Please post the contents of the AVG Anti-Spyware report in your next reply, along with a new HijackThis log.

Hello,

Your Java is way out of date, which leaves your computer vulnerable.

Updating Java
  • Download the latest version of Java Runtime Environment (JRE) 6u3.
  • Scroll down to where it says "The J2SE Runtime Environment (JRE) allows end-users to run Java applications".
  • Click the "Download" button to the right.
  • Check the box that says: "Accept License Agreement".
  • The page will refresh.
  • Click on the link to download Windows Offline Installation with or without Multi-language and save to your desktop.
  • Close any programs you may have running - especially your web browser.
  • Go to Start > Control Panel double-click on Add/Remove programs and remove all older versions of Java.
  • Check any item with Java Runtime Environment (JRE or J2SE) in the name.
  • Click the Remove or Change/Remove button.
  • Repeat as many times as necessary to remove each Java version.
  • Reboot your computer once all Java components are removed.
  • Then from your desktop double-click on jre-6-windows-i586.exe to install the newest version.

The fake security messages seem to have stopped - Thanks again!

I'm downloading the Java Update now, but Add or Remove Programs is still unaccessible. The Start Menu shortcut to Control Panel isn't there. I can't enable it through the Start Menu properties either; the option is missing from the list.

I tried using Run and typing appwiz.cpl, but I got the "Action has been canceled due to restrictions in effect on this computer" message. Oh, speaking of, I'm able to open the Registry Editor now with no problems. Through regedit, I was able to re-enable Task Manager as well, a fix I'm familiar with. Aha!

Thanks very much for that nice tool. It didn't fix my problem, but it did make me think about where else in the registry there might be something causing this problem. After a manual search through the registry, I found that a NoControlPanel value in Regedit had been set to 1. Changed it to 0, rebooted, and everything is working perfectly now. No more fake security messages and no access denied messages. Thank you very, very much.

I'm installing the Java update as we speak, and I'll be getting all the recommended virus/spyware/malware/etc. protection software right away.

I'll be sure to come back here in the future, and recommend this site to everyone I know.

Delete SmitfraudFix. AVG AS is a trial, but if you like it you can keep it. After the trial is over you can do the updates manually and keep using it. It just won't have the real time protection.

Below I have included a number of recommendations on how to protect your computer in order to prevent future malware infections. Please take these recommendations seriously! These few simple steps can stave off the vast majority of spyware problems.

Regularly go to http://windowsupdate.microsoft.com and download all the "critical updates" for Windows, including the latest version of Internet Explorer. This can patch many of the security holes through which attackers can gain access to your computer. You should also turn on the Windows automatic update feature.

You should definitely maintain a firewall. Some good free firewalls are Kerio, or Outpost. I use Comodo on my own system and really like it. http://comodo.com

In order to protect yourself against spyware, you should consider installing and running the following free programs:

SpywareBlaster
A tutorial on using SpywareBlaster to prevent spyware from ever installing on your computer may be found here.

SpywareGuard
A tutorial on using SpywareGuard for realtime protection against spyware and hijackers may be found here.

Spybot-Search & Destroy
A tutorial on using Spybot to remove spyware from your computer may be found here. Please also remember to enable Spybot's "Immunize" and "TeaTimer" features.

IE/Spyad:
It places over 5000 malicious websites and domains in your IE's restricted zone.
IE/Spyad

Make sure to keep these programs up-to-date and to run them regularly, as this can prevent a great deal of spyware hassle.

* Avoid illegal sites, because that's where most malware is present.
* Don't click on links inside popups.
* Don't click on links in spam messages claiming to offer anti-spyware software; because most of these so called removers ARE spyware.
* Download free software only from sites you know and trust. A lot of free software can bundle other software, including spyware.

Please consider using an alternate browser. Mozilla's Firefox browser is fantastic; it is much more secure than Internet Explorer, immune to almost all known browser hijackers, and also has the best built-in popup blocker (as an added benefit!) that I have ever seen. If you are interested, Firefox may be downloaded from here:

Please make sure to run your antivirus software regularly, and to keep it up-to-date.
