Completely Reset A Dell With Xp Home

so i got my brother's old computer and i want to reset it to brand new, but i don't have the discs that came with it. he got it in 2001, so it's not brand new but it's much better than my previous pentium2. anyway, it's a dell dimension 4400 desktop and i want to do a factory reset to erase anything of his info that might still be on it, but i have no cd's and haven't had any luck searching the internet. everything i've found so far says to use 'Dell PC Restore by Symantec' but their instructions don't work because it was shipped before 2004. i've also talked to a friend about something called the restore partition but had no luck finding info about it. is there a way to make a boot disc or something?
