Hello heaven_paradise and  to Bleeping Computer.

Right click on the desktop and select Properties > Desktop tab > Customize Desktop button > Web tab. If there is an entry there delete it and then click OK. Now you should be able to change the desktop background.

Please describe your Display Properties dialog. Do you have all the tabs?

Is this a work computer or a home computer?

do you have the display tab?

If you don't have the tab at all, and this machine is a work machine, then you've been locked out of your desktop wallpaper.. on purpose.

There are ways around this... but I'm not entirely sure that it's ethical for me to help you defeat your admins rules.
