Missing "turn Off Computer" Icon

On my Welcome logon screen, the "turn off computer" icon that is located at the bottom left hand corner is missing. How do I get it back.

WARNING:
The above advice, involves a registry edit.
Improper changes to the registry could render your computer inoperable.

Hi, the "turn off computer" icon is missing from the Welcome Logon screen, and not from the Start Menu.
