Can Not Connect To The Internet

I have a computer that will not connect to the internet. Page is not found. If the computer is rebooted, the internet will work fine. The computer is using Roadrunner. Thoughts?

What browser are you using?
Have you Reset your modem and router (if applicable)
by turning off ,disconnecting from wall and PC. Wait 5 minutes,then restarting.
Cleared browsers cache

Yea. Does it for Firefox and IE. Really strange problem.
