recently my downloads are flying down sometimes over 250kbps but can only get 5-15kbps uploads
ive done a line test this morning and it came up with-5841 kbps downloading-356 kbps uploading
last night was worse though 1702 kbps down-70 kbps upload-ive spoken to AOL and theyve said its a capping session from 6-11 pm for all so that everyone gets a good speed
anyone know whats wrong/

As you said, AOL is capping bandwidth so there is enough bandwidth to go around. That means that everybody is going to have less than optimal bandwidth, but it frees up more bandwidth to go around.
