Windows Installer Error

I am having this problem

When i startup my computer an error appears

(Name Of Box)MOM.EXE - .NET Framework Initialization Error
(Red circle with X) Unable to find a version of the runtime to run this application.
[ OK ] Button

and in trying to figure this out i ran into another problem dealing with the Windows Installer. When a program i try to install uses Windows installer it says
-1607: Unable to install InstallShield Scripting Runtime.
Also ive got this as well
-Error 1719.Windows Installer service could not be accessed. COntact your support personnel to verify that it is properly registered and enabled.

Even in trying to uninstall Microsoft .NET Framework 2.0 it says
-Windows Installer service could not be accessed. COntact your support personnel to verify that it is properly registered.
And trying to uninstall Microsoft .NET Framework 3.0 it says there an error and try a troubleshoot page.
And trying to uninstaller Microsoft .NET Framework 1.1 Hotfix it comes up with an error stating that Windows cannot find 'C:\Windows\system32\msiexec.exe. Make sure you typed the name correctly, and then try again. To search for a file, click the Start Button and then click Search. (I did try to search for the file but could not find it. I searched for an answer to my problem online and came up to this site: http://support.microsoft.com/?kbid=315346. For some reason the two methods didnt work, i did try a few times and dont think i was doing it wrong but eathier way i could not figure out how to solve my problem.

Any suggestions are wanted, trying to not have to settle and format my computer to start over again.

You may receive a "1607:Unable to install InstallShield Scripting runtime" error message when you try to install software in Windows XP

Thanks again Budapest i just copied the Msiexec.exe i was missing from another computer and now seems my Windows Installer works. (Check back to other post-http://www.bleepingcomputer.com/forums/topic114151-15.html)
