The Windows Temp Folder

something is hogging up my computer hard drive. i checked on windows file and saw that a temp folder is talking up 1.56 gb of space. there are 18 files on that folder but all of them are 0 bytes except for the first one. it is 1.56 gb. the file is called $1C58395C.t$m. should I delete it?
